Officials announced that Carlos Ical of Peekskill is facing charges that include a felony count of first-degree rape, as well as criminal possession of a weapon, assault and criminal obstruction of breathing dating back to an incident on June 1.
According to the criminal complaint, at approximately 10:30 p.m. in his North Division Street residence, a knife-wielding Ical allegedly attacked a woman, raping her while holding the blade to her neck. The incident remains under investigation.
Following arraignment, Ical was remanded to the Westchester County Jail, where he has been held since his arrest, in lieu of $100,000 bail.
